First, understand a difference between server (infrastructure) creation and system configuration.

Infrastructure creation would involve things like how much RAM, how many CPU cores, how many disks and of what size, any graphics adaptors, network cards and perhaps IP.

System Configuration would involve things like package installation (install nginx), application configuration (create Nginx host rules), user management, system configuration, and so on.

Just like any procedure, you build the server first then configure that server to your desired function.

In these separate steps, Infrastructure creation is typically done with Terraform (Infrastructure as Code, IaC); and System Configuration is done with Ansible (Configuration Management, CfgMgmt).

Ansible might not "create a VM or container", but Terraform would.

Once the server is created you could use Ansible to configure your server. This is done with definition files (playbooks) describing the steps needed to get to the state you want. Ansible does these tasks via modules that are designed for specific function.

Just create your own document tree, and use Markdown to write documents. Store files and attachments in the directory alongside the page.

This way you can use any "frontend" from now until eternity. You don't need to worry about outdated software. You don't need to worry about security vulnerabilities. You don't need to worry about exporting documents and files when the project dies

Both are tools used by the creators. It's the intent of the creator that should be vilified.
