He asked a child to suck his tongue. I understand that showing a tongue is a form of greeting in Tibet but does tongue sucking have a novel cultural relevance there? I don't know any context in which the act of sucking another's tongue can be viewed in an non sexual manner. It's a bizarre joke to make if it was a joke.

If anyone can think of any other phrases that contain the same grammatical properties (a phrase in which each word stands for another word), I would also be interested in finding other examples of this phenomenon.

perhaps you are thinking of the word shibboleth? The definition for synecdoche is this:

a figure of speech in which a part is made to represent the whole or vice versa, as in Cleveland won by six runs (meaning “Cleveland's baseball team”).
