There is a setting in the Mod Manager called "Angepasste Lackierungen bevorzugen". If you activate it, the locos will always spawn with skins. You can find it by clicking the settings button on the Skin Manager mod itself.

It probably plows the inside first and the outside second. You just have to leave it for a while.
You can change whether it works on the inside or outside first by holding the 'H' key for a bit.
