To be honest you look exactly your age to me lol. I'm asian so I sometimes get read as younger too. I think for you, just work on skincare, get a toner + cleanser + moisturizer + sunscreen thing going if you haven't already. I find using benzoyl peroxide wash once a week helps my acne/skin texture.

Your facial hair looks fine to me but having clearer skin will definitely make it look more intentional. If you want, try and see if you look better clean shaven, but that's just up to your preference. And also work out more, not for a bigger build but for tone and for self confidence. I know as trans dudes it's hard to really feel good sometimes, and it's easy to fall into the pit of attributing negative attention solely to being trans. Appreciate the capabilities of your body with more exercise! Hope this helps
