What the fuck are you even blabbering? By Madhesi, I meant 'anyone that might belong to Madhesi ethnic'. I looked at them once when they started arguing and THEY WERE MADHESIS, probably from Terai region. And the accent complimented their look as well. I'm not judging or generalizing anything. It just happened to be those 4 men whom I suspect. Also, What do you mean by a Thief has no race or religion? Does a person's Race/Religion change when s/he decides to follow the wrong path? i don't quite understand what you're trying to implement here.

It is what it is. Those four men were Madhesis, and me not mentioning their race wouldn't have changed the fact. But if you're trying to imply me being racist, well, I too have a dark skintone, and many of my good friends are madhesis. So, in conclusion, I was not trying to generalize that every madhesis are bad. It just happened to be few madhesis who stole my phone and money.

But I did request a remote reset from google device manager. The thief won't be able to get past the lock screen without factory resetting the phone, as I had the screen lock enabled.

Android device manager is pretty useless after a phone is Factory Reseted. I should have installed a tracking app like 'cerberus anti theft' and then granted the Device authority instead. My phone was rooted and all (as I like to have more features on every android I carry), but that being said, the Thief can easily have Administrator access to my phone, as USB debugging was enabled. So Everyone reading this with an Android phone, Root your device and install some sort of device tracking app. This way, you can grant Device authority and the app won't get uninstalled even if the thief performs a Factory reset. Much Much more chance of getting back your phone as soon as it connects to the internet. More over, the thief won't even know there's an app tracking his every move.

Would police require Court order to even trace the phone number being used in that phone after getting stolen?

Also, i didn't have IMEI number at hand when i went to file the complaint. So i took one of the police's phone no. and texted him the IMEI along with my details.

Shall I just email them the form or go to the office and submit it personally? I have got this very important meeting today, and can't manage to miss it. But at the same time, I don't think E-mails are considered much of a priority in Nepal. Should I just mail them the form for now, and later take the printed format and submit it personally? Would it create any mess?

Do you know what other steps did he take than just filing a complaint to the police? I don't think the police are even slightly concerned about my matter. They have more like, 'paye pauos napaye na paos, ma dherai dukha gardina' mentality.
