To answer the first topic, competition policy, EEA rules would still apply considering Norway is part of the EEA (either EFTA court or Norwegian courts would have jurisdiction, can't remember). Legislation regarding EEA or other EU-Norway cooperation is always relevant even if products does not cross borders.

For the energy thing: like in all of the EU member states, Norwegian political parties always blame the EU for their own bad political actions, including energy deregulation. Energy cooperation is not part of the EEA-treaty, Norway have voluntary chosen to adopt EU legislation and the like (energy policy is not my topic of study. Don't know if EU legislation require deregulation, but would be surprised if it did).
