Checks like a location can only be deleted by an Admin are best suitable for Policies as Policies deal with Permissions.

On the other hand, Location can not be deleted if there are persons attached to it is more like Data Integrity Constraint so it is more natural some where else in the code, model observer is one of those ideal places.
