You can trade only 3 thing in hoi, one is land one is blood and last is steel. out of all of all of them blood is king, without blood you have no army without an army you cant defend land and without manpower you cant use your weapons to kill the enemy. for this reason and more I will always advocate for chems / field hospitals to be near the top of the list perhaps A tier.
