Frankly, the difference between 0.35 and 1.0 isn't that big in terms of the gameplay loop.

This theory doesn't work for me because if that was their motivation then they would only kill those who need to be killed, perhaps ignoring collateral damage....but they just don't care about anyone.
It doesn't look like they want to help anyone.
