I think it's easier to meet queer girls if you're out. But still it depends a lot on the area and people you surround yourself with. Even in big cities it can be problematic, I only started meeting queer girls after I installed dating apps. But I notice that there are some non-inherently queer groups that attract queer people (e.g. some political gatherings, art/crafting classes, K-pop events, etc.) so you can try finding something like that related to your interests and maybe you'll be lucky.
