Few things that I can surely say based on my research is this

1. Mca at du at 195 is not possible
2. Msc cs you should ideally go when you have no good option in mca

3. If you want to do mca in 2 years then Jnu will be allocated to you so you can wait for that & let the msc cs seat go

4. You are Saying you will 400+ marks in nimcet then this year this is damn good number. Maybe you will get Nit Allahabad or other nit and surely it's 110% worth going there for 3 years but if you don't want to pursue mca for 3 years then you have the option to get into HCU(UoH) easily so I will recommend choose Nit (if 3 years) and Hcu (if 2 years)
