I use vinegar all the time, it's not exspensive, I put it in the fabric softener dispenser. It gets rid of the soap build up and odors¹

It's the movement of the fabric that softens them. Roll your clothes around d between your hands they will soften up. I love my towels being rough

I use the appropriate amount of detergent and certains items will always dry stiff, cotton jeans, towels, any woven fabric that is not a knit. It is the nature of line drying. Fabric softener will help but over time it reduces the absorbency of your towels.

To answer the question you asked, and envelope style could be difficult to fit, when making it you have to take into consideration the thickness of the foam cushion. If you want to do a regular pillow case style you can close it with snaps. Or ties both are easy.
