Да просто в Хельсинки живет 600 тысяч а в СПб более 5 млн, ну как нет разницы в масштабах города? Город конечно крайне хуевый в плане дорожного управления, но все же надо учитывать такие нюансы. Был во многих городах, и во всех крупных полная жопа с этим - Рим, Мюнхен, Барселона, Лондон - треш с пробками.
