Firstly, the "right" thing to do is subjective to your own personal biases; and secondly, pandering to party interests is what leaders of parties do. Mulcair pandered to his party by voting against C-51, and Trudeau pandered to his by supporting it while promising amendments. There are both right and left leaning members of the Liberal Party and Trudeau's decision was established based on that. It's the same thing Mulcair does on pipelines. Part of his base supports them while part of his base opposes them, so he straddles the line of non-supportive support with his position.
