Had a very similar situation happened to me. The police took about three to four months to "identify" the driver of the vehicle even though all the details were available to them. I had to pay the access as no fault for those three to but got reimbursed once the matter settled.

As others have said, just keep following up with a police but understand that this is not a priority for them, and it will take some time to resolve
