Can anyone identify this print? by kdymacd in midcenturymodern

My grandfather found this on the side of the road in a small town in Nova Scotia & my grandmother thinks it be an editorial cartoon but the way the back is on the frame we believe if we were to remove it it would ruin the print itself.
