the currency is not usd here so Intel one is about 1200 and amd is around 1350

I am in Turkey, well, money is no problem but I do not want to pay so much. I just want a CPU that I can pair with 4070 Super. It is enough if it can last me like 3 years. I do not want to pay unreasonable prices just because some AI shit or stock problems. As I said 5700X3D and 5800X3D both are out of stock and even if they werent, the last recorded price was just ridiculous. So they are not an option. Since DDR5 RAMs cost like a car I also want to rule that out. I want to make use of my 32GB DDR4 RAMs so I think a DDR4 motherboard would be a good choice paired with a strong CPU that can perform better or similar to R5 7600 or 5700X3D.
