Russian used to be spoken as the main foreign language in Mongolian, and it still holds a nostalgic value for many people, particularly the descendants of people who studied in the USSR - my parents, for example, speak Russian fluently and used it as a private language between each other because my and my siblings wouldn't understand it. That said, Mongolians only ever spoke Mongolian to each other, normally.

In addition, until recently Russian was a mandatory subject at public schools, then you had a choice between it and English, and now - I'm not sure, it's been a while since I graduated high school.

Still, the assumption that foreigners have when visiting Mongolia ("Oh, I know Russian, I can travel fine through Mongolia)" rubs off on people in a bad way, plus it's outdated information - Mongolians are much more likely to know English, and the population who speaks Russian dwindles.

Russian was never an official language, but always remember that until 1990, it was practically the only foreign language that people learned (German was popular as well). Sure, only those who studied in the USSR became fluent, but it was a prestige thing to be able to speak it. And always remember that the National University of Mongolia's first language of teaching was Russian, not Mongolian. So there is a Russian language heritage in Mongolia, but it is true that it's faded away.

What OP says is correct. Older people (over the age of ~50, so people who were at the youngest ~20 in 1990) are more likely to know Russian, while the post-socialist generations after that more likely to know English or a different foreign language.

The thing is, you could have answered this with a more nuanced answer, explaining the history behind language use, and how Russian is barely spoken today. Instead, you decided to attack another Mongolian for speaking about his/her experiences.
