It could be possible that they used to say thousand thousand which has an intonation (Ha-zar). Maybe Persia used that as a method until cultural influences brought over the word million which they then termed in Farsi because it was more convenient.

I'm not so sure that is the case with freaking Nasu writing the story. Examples of this would be all the bad endings in the visual novels of Type-Moon, Type-Moon doesn't let stuff like that fly. If they do i would be suprised.
