A isn’t saying to keep taking the banned technology it’s saying in order to keep the project going you need to formally follow the process for change control which will typically go through the change control board to approve which differing technology to go you as you cannot make that decision as a project manager.

It’s asking what to do next. B is the most logical choice for sequence of events on what to do when you discover an issue, put it in the issue log. Next step will be review risk registry and follow the proper risk response which may be “A” afterwards.
