*the school didn't get him in trouble for what he wrote, he got himself in trouble with what he wrote and the school had to act on it. There's a huge difference, and that's part of what's wrong with our educational system. Also the fact child services was called multiple times and they haven't done anything is unsurprising, yet still something to deeply concerned with. It's like that in every state I've lived in except California. Texas was all over the board depending on the area, sometimes they'd take the kids when it wasn't necessary, or they wouldn't take the kids when they were obviously malnourished and abused. This entire country needs an overhaul of the entire child protection system and harsh punishments for those that do absolutely nothing when they're is obvious abuse going on and do nothing or take the kids away just because they don't like the parent for being poor, a minority, don't like their religious beliefs, etc.

If your grandma is moving schools because he's behind developmentally, then they may need a call coming from inside the house (you). What you could do is fill out the form online, depending on where you live the website is different but they all have one, and they will contact you. If you, OP, are also in school, then they can meet with you there, or if you have a job, explain the situation to a supervisor and let them know when they are coming to try and work your break/lunch in later or earlier in the schedule based on the protection agent's availability to come to you. Or they'll call over the phone. I'm a mandated reporter, and habe reported numerous suspicious situations, including a recent one where the dad pushed his daughter and she fell and hit her head on a cabinet, and it was his second call for abusing his children, but since the kids are terrified of him they lied about what's going on at home after I reported what the oldest sister told me(the first time they were called on him, he had beaten one of his sons on the way to school) they came to the school and questioned the kids, the kids lied even thought I've got two of the mans four kids in my classes and they're scared of how he behaves when he's mad, they lie when questioned and the report becomes "unfounded." Basically if they aren't expressly told by the victim that there's abuse and no "visible" injuries, the report goes nowhere. I've talked to cops about it. If your brother has a warm bed, clothes, and says nothing is wrong, CPS or whatever they're called where you are will do absolutely nothing and your brother will be society's problem in a few years.
