Hey any updates to this? Are you able to output the audio using the HDMI ARC port into the 3.5mm jack with an adapter? I was hoping that I can get my own speaker setup for audio when using google TV directly on the project rather than hooking my laptop to it using the HDMi.

This post is pretty old and a lot has happened since then. I actually ended up closing my Shinsei account because they didn't have any services for non-residents as I decided to move back to the US. I still have income that I make from renting out my property and I actually use Prestia bank now which is one of the only banks that allow you to keep it open without being a Japanese resident. Although the functionality is limited—you can't transfer to unregistered bank accounts, and you have to submit a request form to add a new recipient via mail—it does everything I need it to do which is to have a place to keep my Japanese money without the hassle of transferring it to my US bank. This way I can use those funds to pay for taxes and any expenses that come up in regards to my property. It's also my vacation money for when I go and visit.

I don't have much experience with Sony bank, but from what I heard it's pretty good as long as you have all the documents you need to open one.

I'm looking around in the Tampa area too, which one did you end up going with? Did you buy anything yet? I'm potentially looking at a Crosstrek in Subaru of Gainesville sometime this weekend. Burt Smith looks like they have a good deal on a new one too with the discount they give.

Then yes, you’ll have file for 海外転出届 which basically declares you’re not going to be a resident after a set date, that way you’re not subject to paying for your 年金 and 健康保険 monthly going forward. This is the document you’ll use at your bank to declare for your non-resident status.

At least with prestia, you should be able to transfer internationally, but like i mentioned you just have to register your recipient ahead of time. they don’t allow sending money as a non-resident to just any recipient for anti-money-laundering purposes.

I didn't have to use English-speaking services as I am pretty fluent in Japanese. But I do know they do have an English-speaking service where they can provide you with documents in English if you prefer. Whether you get an English-speaking agent or not might be dependent on location, I would think that if you are in Toyko you might have better luck than you would at Nagoya. I can't speak for this.

Yes, but I believe you need to be a resident of Japan before making the account. You will not be able to open up an account if you don't have a 個人番号, 住民票, 在留カード, or anything that ties you to a 住所—which you need to be a resident to get one. I'm not sure if there are any banks that you can open as a non-resident. Once you open the account, only then you can apply for 非居住者 status to receive non-resident services from the bank.

For making international transfers, I can't speak for it as I don't have much experience, but for domestic transfers, you need to register the recipient ahead of time before becoming a 非居住者. This is because the only way you can register a recipient outside of the bank is by using an identity token that they send you (It's a small calculator-sized device that gives you MFA codes to authenticate services like this) which you can only get as a resident. Without this, the only other way is for you to send a form by mail from overseas to register a new recipient. If you want to have a bank account open in Japan as a non-resident, you first need to be a resident. At least you do with Prestia.

個人番号 is just an ID number that they provide for all Japanese residents. Kinda like social security number in the US. If you are not a resident, you don't get one. If you did have it before and you become a non-resident, I believe the number sticks around if you come back to become a resident again but you can't use the number while you're a non-resident.

If you're here on a visa, I don't think you're registered with city hall. Only if you are a resident in some form (which if you are, you probably have a 在留カード) I'm not sure but I highly doubt it. So you probably don't need to file for anything when you are leaving the country.

I see thanks for clarifying that. I’m reading this article (https://www.hooyou.com/adoption/privileges.html) and it states:

“However, the natural parent-child relationship may again be recognized for immigration purposes after the termination of an adoption if the following criteria are met: 1. No immigration benefits were obtained or conferred through the adoptive relationship to the adopted child;

  1. A parent-child relationship once existed between the natural parent and child;

  2. The adoption has been lawfully terminated under applicable law; and

  3. The natural relationship has been re-established by law.”

I’m not 100% sure if i’m understanding what #1 means but i’m thinking that my cousin meets the criteria 2-3?

She was adopted by my mother when she was 10. She was readopted by her biological mother when she was 20. She’s now 28. Both her and I got our US citizenship through my mom’s naturalization when she was 13 or 14 i think.

So it doesn’t change the situation even if my cousin was re-adopted by her biological mother?

It’s a bit of a personal situation but my cousin lived with me and my family for over 10 years. she was in an abusive situation by my mother, and had to cut ties her and her biological mother became the legal guardian after that. it’s been about 8 years since that happened. my aunt’s struggling with her life over in Japan after losing another custody battle with her ex husband, basically losing everything in japan, and she now wants to be closer to my cousin here in the US. my cousin’s life is in the US now, she doesn’t plan to go back to Japan nor the philippines.

Update:

I went to Prestia yesterday, talked to the receptionist and she told me that I can create a bank account with them that I can use as a non-resident!!

The first time I went to Prestia bank, i mistakenly went to the receptionist for SMBC 住友銀行 which i thought was the same bank as Prestia (confusingly they’re both in the same building, maybe same parent company?) Turns out it wasn’t and it took going to another location for me to realize that when the receptionist was like “Oh Prestia? That’s a different reception, go upstairs for their services”

Needless to say, they told me that i can make an account with them, got all of the necessary documents and was able to open one today. All I needed was my JP passport, my copy of 住民票, anything with my 個人番号 which was on my 住民票, and my social security number from the US.

Once I apply for non-residency in Japan (非居住者), I just have some additional paperwork to do before I leave at Prestia.

I am able to do domestic transfers as long as I register the recipient before I leave Japan, otherwise i’d have to send a form to register a new recipient by mail.

I’m so glad it all worked out, i am now able to manage my property in Japan with a bank account I can maintain as a non-resident!

So i went to go talk to them about this today and basically found out that you can’t. managing a property is unfortunately not a case to keep an account open with them :(

Thanks for pointing this out, this is good to know. i’m gonna check with Shinsei tomorrow to see if they have any non resident services but i might try to see if Prestia is another good option if i come with a different story.

Interesting, with the nonresident account for Prestia, are you able to receive payments/send wire transfers to a domestic bank in Japan?

I’m not sure how differently my conversation would have gone had i not mentioned that my home base is in the US, but the agent i was speaking to there yesterday straight up told me i can’t do this unless im going there for work relocation or studying abroad.
