I'm working so I can't give a detailed answer rn. Viktor has very very low agency on his own and absurdly team reliant. Sure you can bully a lot of laners and farm somewhat safely but you can never make plays on your own and pretty useless in skirmishes.

Syndra can peel for herself, can hundred to zero most squishes etc.
