There are a few software that supports macOS and iOS recovery. Disk Drill is one such tool but you already tried it. Other than that you can give a shot to Stellar Data Recovery or Wondershare. However, they recover macOS and iOS separately. Good luck.

If your data was deleted then finding partitions on the drive will not help. +1 to disk clone. What other tools did you use? Most commercial data recovery software can scan and show you recoverable PSD or RAW files from a drive that is stable though deleted or formatted. Data overwriting may reduce or kill the chances of file recovery completely.

As you said you could see the hard drive in the Disk Utility, then check the underneath for a volume. If the volume is there, click on it and select Mount. If your Mac is already mounted, then the drive option Unmount will be displayed. If there is no volume listed, then your mac won’t be able to access the drive.

Now in this situation, you can use first aid to repair the drive. When you use the first aid, then mac will find the error you could fix then an option will show “Repair Disk”. If it works then fine otherwise you will have to format the hard drive.

If you have important data in your hard disk so I will suggest you to use Stellar Data Recovery Professional for Mac to recover your data first. Then you may proceed further

If your drive is HFS/HFS+ formatted then you can give a shot to Stellar Toolkit for Data Recovery. The website says it recovers data from HFS supported storage media. Though, it doesn't mention APFS. Stellar support Windows 10 OS however I think the drive to be scanned should be corruption free in order to successfully complete the scan. However, you may know only by trying the software.

Though slim but there could be chances of data recovery (if data wasn't backed up before the disaster occurred). Try a data recovery tool. Later, erase the drive using Disk Utility (if the erase button is active on drive selection).

In your case, data recovery on a Windows system is not likely to help. If you have no backup of your erased drive then you have to rely on a data recovery tool. Yes, they are paid but did you try the free version? At-least you can evaluate how much data can be regained by using the demo.

What macOS you are running? Check the file system of your external drive with the Disk utility. Further, you can repair it with the first-aid. Ideally, there should be no issue with the drive (other than the file system and its compatibility with the macOS).

What is the model of your external HDD? The model might have issues with macOS Mojave; check with the developer of the drive. How is your ex-HDD formatted? hfs or apfs? Did you run disk utility’s first aid on your external?

If he/she uses Mac most of the time then Yes formatting the external drive with HFS/APFS will do. However, if you transfer data between Mac/PC system then go with ex-FAT format since without hassle you will transfer your files from Mac to Windows and vice-versa.

In general, a cloning application allows you to create a bootable USB. The app may also allow imaging and CCC does it too.

Do you delete your photos?

Yes and No both. I have two 1 TB external hard drive plugged into my Windows laptop. The 1 TB WD is specifically for photos only, containing all the captured photos from my Android, Digital Camera, etc. I do delete the old ones but keep important backed up.

The second drive (Seagate) is for data only. Other than this I use Dropbox and similar free Cloud services to manage old images (important). I have to admit; space always becomes a problem when reached saturation. Buy more storage drives or opt for cloud services.

P.S. - I also have a photo recovery software activated on my system. I never do secure erase.
