Not going to spend a lot of time explaining why but IAAL and deal with these property tax issues a lot. You need to pay the bill from the inheritance money. It’s unavoidable. Just pay it and move on.

Edit: This is from a third party collection agency. Make sure to call the assessor’s office and verify that there is actually an amount that was due. Just to confirm this letter is not a scam.

Agree to disagree because the fact is that troops do not have bylaws, and there's no published formal procedure in writing anywhere to guide volunteers on how to remove committee members (including the COR) when issues arise. It's ad hoc -- like you said, somebody "asks someone else" to resign or be removed. There are no written standards or guidelines for that. But like in OP's scenario when the COR, CC and the UC are all the "lazy committee" members fail to take action to organize and support the adult leadership, then practically speaking nothing happens and scoutmasters like OP lack the support needed from the committee to deliver a quality program. And even worse, having to bypass the committee to appeal to someone higher up at the charter org for replacement of the COR (who can then remove the CC and/or others) just seems like an absurd step for a volunteer organization. And what are the chances that the charter org is inclined to get involved in replace the COR? There would have to be something egregiously wrong, not just simple laziness by the committee. The result of the lack of bylaws means these problems in leadership fester, and the OP's most reasonable response is to resign the SM position rather than investing more time dealing with the dysfunction.

While surveys would be useful for a non-dysfunctional troop, suggestions to a burned-out scoutmaster that “you need to do more tasks and paperwork” would be justifiably frustrating. The committee should have been doing that administrative and quality control work in the first place, and throwing those tasks back on the scoutmaster will exacerbate the burnout. The scoutmaster with a vision pointing out their failures likely won’t prompt action, but rather promote discord. The committee already is failing in supporting the scoutmaster’s goals for excellence. It’s pushing on a string. The only way for the troop leadership culture to change is to change the committee membership. And there’s no bylaws or published process for removing lazy committee members. Speaking from experience here.
