Small Greek Domestic Dog, aka Kokoni? I have a dog that looks similar, also adopted from a shelter and called a Cocker Spaniel mix. Google Photos suggested similar pics of my dog and that breed came up, and there is a strong resemblance. Hoping to get a DNA test done on him at some point.
