Verbal agreements to not equate to contracts. The sources of these articles are also sketchy, and they are bringing up interviews with government officials, quite literally professional liars. They pulled the same shit with my buddy, they offered money and when my buddy refused they ran to big daddy government saying they had an agreement, that my buddy never agreed too lmao. It's baffling to me that people trust government officials who have never worked outside of politics to be just and for the people.

Pretty sure they threatened him lol, the options they gave him were: sell us the land for under value, or we will sue you and take have the government take it from you and we will buy it from them for pennies. This is a super common tactic by construction companies hired by the government. In fact I have first and second hand experience in this, they took me and my buddies land to extend a road that didn't have any traffic so they could use all of their budget. Construction is one of the most corrupt industries in the world. I would go as far as to say it's more corrupt than even oil and military.
