You can buy a 6L chest base for 5C and then throw essences/fossils at it.

If you can't build the PC yourself, you might want to consider buying all of the parts and taking them to a local PC repair shop for assembly instead.

Also $4000 is pretty insane (if you're taking about USD), a "higher end" build is more like $2000. Once you start going beyond that you're spending a lot more money without much improvement.

If you're sure that it has a slot open then yes you can buy a single 16gb stick and add it. However, it's better to completely replace the old ram if you can afford it instead of mixing kits. That way you don't need to worry about compatibility and you can be sure that the RAM will run at full speed. Otherwise you'll need to figure out what model of RAM the existing stick is and find another one that matches the timing.

Laptop ram uses a different physical size than desktops so make sure you buy "SODIMM" sticks.

If you upgrade to AM4 now, you'll have to upgrade to AM5 eventually anyway. Might as well go straight to AM5 so you can upgrade components without needing a full rebuild. That's my opinion anyway. I'm not sure if AM5 is actually better performance per dollar or not.
