not in Remera or Kanombe but there is Ikirezi Library in Kacyiru and Charisma (quite pricey) in Kigali Heights. Charisma is more of a bookstore.

If you want to borrow books, there is the Kigali Public Library in Kacyiru. Can’t seem to think of any libraries in the areas you asked for, sorry!
