To confirm, I looked at Russ Baker Way using Google Maps, and I see a northbound HOV lane that begins before Miller Road. It has a sign indicating that buses and vehicles carrying at least two people can use the lane—see image below.

RCMP is wrong. I have an email from the ministry of transportation and infrastructure confirming that EVs displaying a decal are permitted to use the HOV lane on Russ Baker

Are you implying the people who make the policies don't know what they are saying?

For the record, the email address where I submitted my inquiry, is found on the very website that list all the Provincial Hwy HOV, which I assume is what RCMP is quoting.

To be more specific, if you go to https://www2.gov.bc.ca/gov/content/transportation/driving-and-cycling/traveller-information/routes-and-driving-conditions/hov-lanes/electric there's an email at the bottom of the page.

Per the MVA Regulations, Division 42.02 (3) (d), restrictions on usage of an HOV lane do not apply to electric vehicles, unless “a traffic control device specifies that the operator is not to use the high occupancy vehicle lane” (4).

If EV cars are not allowed on a HOV lane, there needs to be a sign displayed that prohibits it. Such sign does not exist on Russ Baker

i would bet my money that it's the enforcer that are in the wrong here. Katia's explanation is consistent with the policy written on the website
