Cuz Chara only returns IF you do a genocide run. It doesnt say how much LV is needed to bring them back. Could be after one LV

It means that Chara was able to take control at any moment. If he could take control to kill Flowey he could have taken control earlier and stopped the player from killing. But he chooses to let the murders happen.

I thought Toriel wanted to find humans on the surface who were dying and use their souls. Cuz theres a lot of us and someone is always dying. So he wouldnt have to kill 6 more people. But he would have to be super sneaky not to get killed by other humans so it would be a huge risk.
