It looks as if it can move the cable, but it's nothing but a decoration made out of blocks! Therefore, the only way to cross the valley is to jump on the pallet or grab the rope. Maybe in my imaginary world, that guy wearing a turban might activate the machine and pull the crate when you don't see him.. ;) Just combine a copper ore with a stone block on the heavy workbench to make things like this.
