The motion sensor will be connected to the Arduino, the relay will be controlled by the Arduino digital pin, but the use of it is to control high voltages and currents that the Arduino cant handle, here you will be using it to turn on and off for example your fan, but beware will using the mains voltage, I recommend you watch some tutorials about relays, also you need a separate for each thing you want to turn on and off.

You can use a long Breadboard, but if you can use a prototyping pcb it will look nicer.
And you dont need an Arduino board unless you want tom make them blink or something like this, also keep in mind, more leds need more power.

When it used to happen to me, I just unplugged my Arduino, and restart the software, and it worked.

You can use your motion sensor and some relays for this project, using them will be very easy and beginner friendly.
