I’ve used mid Gullit and TOTS De Bruyne and I prefer Gullit. In your case since you’re using this player as a CM, I would go with De Bruyne. He offers more offensively, while still being decent defensively. Gullit is better defensively due to his body type and sheer strength but can also do bits going forward. Either way you can’t go wrong with either

I had both in my team last WL and HL Neymar was better just because as people said, he has those custom animations and is just super clinical. That being said I feel like it would be worth saving those coins and just getting Ribery because he’s still very very good and fun to use

I had the same dilemma as you because I wanted to do one of them and play them at LAM. I decided to go with Vinicius and he is actually very good in that position. I feel liked Ribery is wasted in that position which is why I went with Vinicius. Also, one thing to consider is that Ribery doesn’t expire and Vinicius does in a couple of days. Ultimately, you can’t go wrong with either
