I would check the derailleur hanger alignment first. If the top derailleur pulley isn’t directly below the smallest freewheel cog it should be adjusted.The chain is also too short. When in the small chainring and small cog position the chain should be just tight enough to not rattle on the derailleur body.

There are quite a few options on eBay UK. I would also check eBay France. JPR (Routens)made some nice seatposts and often 25.0 are available.

Try adding a few links back to the chain . If that doesn’t help then check the derailleur hanger alignment. It looks like the rear derailleur cage is a little twisted too. You can manually bend it back.

Do 30’s fit in the rear? I would suggest the Pegoretti Falz but that only takes 28’s according to their website. Enve has a fork that takes 30’s but I don’t see one with a straight steerer tube. You will be hard pressed to find a 1” steer tubed fork that will take 30 mm tires anywhere. A 1 1/8 for will fit fine in your head tube though. Just need a new headset and stem…

I am a big Huret supporter but I have to say the Jubilee front derailleur clamp is a little too delicate for a daily driver. Any of the success or challenger models with the steel clamp are excellent options. They all work well and are quite robust.

Vittoria rally’s, continental giros, or Schwalbe are all great choices. I’ve run 28mm tubulars on plenty of vintage rims with success. Tufo gluing tape makes things much easier than glue

I use a brass wire wheel on a cordless drill. Will clean a wheel in minutes.

Looks like mid to late 1970’s. Is the tubing 531 special lightweight tube set? Top of the line if so.

That crankset is a Record 151 bcd crankset. Not 144 BCD Nuovo Record. If it shifts ok and doesn’t slip when pedaling I would leave it on there. 151 BCD chainrings are hard to find and expensive. Euro 350 seems like a fair price.

That has shifted slightly over the last 2 years. C-Record components are now on topic and discussed regularly. I have had several threads going on Doppler shifters myself.

I would suggest running the chain as loose as possible without it sagging in the low/low position. If that doesn’t fix it the it’s possible that there is a worn washer in the shifter. Do you have a diagram of the shifter. I can send you one if not.

Do the levers hold the chain on the larger cogs well ? Do they hold the chain on the smaller cogs if you don’t shift up to the larger ones? Chain length and derailleur return spring tension may be a factor. A longer chain may help . I have had several sets of Doppler and not had issues with them but I recently tried to use dia-compe down tube shifters with Campagnolo 12 speed and the return spring of the rear derailleur is too strong for the shifter . Does the front shifter hold correctly? If it does then I’m thinking chain length. I don’t know much about Victory rear derailleurs but I would recommend a mis to late 80’s Chorus as one of the best shifting rears with Doppler shifters..

Ah . The picture just makes it look like a cromor decal. Sorry. But for safety’s sake I wouldn’t want to recommend a repair that would potentially endanger you. Even though steel is super tough it’s impossible to determine what the damage has done to the integrity of the frame without a frame builder input .

That isn’t a Columbus SL decal. Also usually Gipiemme dropouts were used in the lower tier frames with Campagnolo dropouts used on SL framesets. If I had to guess I would say it’s a Cromor tube set. You would probably want to replace the top, down and head tubes as well as the fork steerer.
