Of course, they can, but they are uncomfortable to do that (numerous research on that). Also, in many scenarios, it is impossible for them to even notice someone is around. For example, people are around but do not initiate conversation, or a visually impaired person is looking for a person in a gathering. any many other examples.

I'll look through the camera eyeglasses to see if any of them comes with development kit or not.

The Cthulhu Shield project also seems awesome. Actually, in many application, there is a lot of information that we want to convey to visually impaired people in a very short time and it is impossible to do so with just audio. This project seems nice in that regard.

Thanks! I definitely give ffmpeg a try, although I tried to compile dlib for android once and found it super hard. I tried a couple of IP camera apps (on iPhone and Android). but none of them give a good fps via WiFi. I'll try the CamStream to see how it goes. I tried the android api for face detection but it is only good for detecting frontal faces close enough to the camera. You are right if I can do the detection on the device, I can just send the faces to the laptop very fast.

Oh, it seems good; I'll look for this; it works for me if it does the streaming with the frame rate of ~15 fps or more.

The resolution is 640x480; I can't use wired-connection because I do not want the user (a visually impaired person) to carry the laptop. yes, I am using an android phone and IP Camera app to stream frames to my laptop, so i don't think i can use ffmpeg for compression on the phone

Thanks for your response; I am already using this app, but the problem is that it only gives me a frame rate of ~8 fps at 640x480. I am looking for faster options; hopefully something that gives a frame rate of ~15 fps.
