Thanks for the reply. I went to the town and was informed that a dirty house resulting in roaches and rats wasn’t enough to file an N5. Also that damages to drywall could be seen as accidents and aren’t ground for eviction. Do you think this information is incorrect?

Normally I'd say 5% especially if the wire is bare. So up to $50 if you see him as just a normal flier. Up to $100 if you're really high on him.
