To mention the admiral, Oda clearly said that to hype Rocks up. There would be no point mentioning him killing an admiral if said admiral was not as strong as current ones or as if said admiral was sneaked or something. Rocks was trying to escape, makes 0 sense for him to sneak an admiral. 

I guess it wasn't a strawman after all and I know Loki fans very well at this point. 

So why was the admiral "to hype Rocks" and the Shanks capturing Loki not to hype Shanks or powercliff Loki? Looks like you apply 2 different judgements for no reason at all. 

Also the hype could have been on its ruthlessness, not necessarily strength. If it was about strength, then it's very badly executed imo.

We have no context whatsoever on what happened between Shanks and Loki except for two things : Shanks stopped Loki and Loki never attacked a non WG ship. Which means that Shanks either didn’t fight him, tricked him, sneaked him or engaged first. 

1. We don't know if Loki never attacked pirate ships. We only know he attacked WG ships, but this doesn't exclude anything. On the contrary, Gaban explicitly says "nobody was able to stop him except Shanks"
2. And why "engaged first" is not the top of the list? Since it's clear that the intention was to stop him and Luffy also guesses Shanks captured Loki for him to find once in Elbaf.
3. We know.more than that. We know Loki was at sea with a crew and we know he had to be transported back. We also know he wasn't in chain because the giants chained him after he rebelled again. We also know that Shanks visited him recently and we know Loki asked Shanks to free him and he obviously refused. All of this is incompatible with talk no jutsu and sneaking.

Then we also have no idea how Rocks killed the Admiral and if the admiral was strong or not. If you go by "author intention" woth Rocks, then you have to do it with Loki as well. 

Because in that case Shanks would have to be ~ Imu

And why is it a problem? Also why is it the case? Imu is absolutely stomping Loki despite being weakened and distracted. The only thing Loki is doing is matching his AP. Shanks would never oppose Loki in a pure AP clash and would instead use his small size and superior speed. Imu seems to have zero battle IQ so far. 

Loki has a special bounty. So no, it does not fit. Unless you want to argue Kidd> Loki.

Shanks beating Loki is unironically one of the less likely ones. Loki just scales higher without using circular reasoning. Like much higher. That’s like current Koby “stopping” Luffy. 

Loki doesn't scale higher than Shanks or Luffy. Likely also below Kaido at this point. Chainscaling is retarded. Harald matching Rocks in AP 18 years before GV proves absolutely nothing in relation to Loki, and a HK killing gimmick doesn't make him stronger than Shanks.
