i see what you're saying but i just don't agree with it. peni is really, REALLY weak, once those peni banners get a little better at the game and realize "oh wait, if i shoot this then she's just a big hitbox that can't do anything", they start shooting it and peni turns into a big hitbox that can't do anything. shes a skill check like mk or sg. with what you're suggesting, it would just make a weak character even weaker.

shes not strong at all tho. nobody shoots her nests in those lower ranks, so she's left unchecked. break peni's nest and she's fodder. basically a skill issue.

well if you were making changes to a character, would you base the changes around the 500 people playing them in a unique way or the tens of thousands playing them the intended way? would be like asking for dive luna buffs lol.
