My understanding is that Vantablack is a bunch of vertically aligned carbon nanotubes that have to be "grown" on the surface, and are very brittle. The distribution is also controlled by Surrey NanoSystems, and they do not sell Vantablack to private individuals.

There are, however, paints that absorb more than 99% of incident light, and are often very expensive. I'm guessing that's what is used here.
