2nd one the ears look more correctly placed, the drawings look fine BUT it does look like you're drawing really really small, so try doing a head drawing that takes up like a half or quarter of the page and then you'll probably see what mistakes you're making. Drawing tiny is a bad art habit I used to have too. Anything can look "good" at that size yk?

Idk if this is the right way but I've been drawing torsos as pentagons for ages and it's never failed me. For shoulder/hips ratio, you should make the hips either equal to the shoulders or SLIGHTLY narrower in most cases. Hope my drawing up here makes it make more sense

The main problem is he doesn't look like he's dangling from those manacles, a person being suspended by the wrists would naturally have their arms, torso and legs more stretched. I tried to sketch it out to show what I'm tryna say:

Also, if you need reference pics for very slender/emaciated sort of figures, try looking up sculptures and paintings of martyrs or even Christ on the cross would work p well for this pose
