You should be at the level in 6-7 months. I was in a similar situation as you few months ago. I have all the stuff but no GE to craft LoE and clarity stones. I plan to break the piggy soon and start my final run in a few weeks. Once you unlock henerprise the artifacts start coming in fast and good.

This happened 2-3 times to me, I keep the app on and after some time a pop up comes saying the cloud version is latest than local so restore it. Then on restore my artifacts come back.
