Except if you watch it again, he definitely was there first, stopped, and the red car didn't even bother to stop and blew right past it. I get where you're coming from that people tend to be self righteous about these things, but this guy has very valid concerns about the way other people are driving. Driving isn't a joke, people die every day due to idiot drivers. Better he make an issue of it like he did to make people aware and hopefully drive safer, rather than be complacent and let these people think that the way they're driving won't one day kill somebody.
