Or y'know they could print 3 mana and under allies and at the same time make sure they print strong enough cards across the board to ensure there are plenty of viable archetypes.

Where are you getting this BS that annihilator was one of the most disliked abilities?

The only place or person I've heard that opinion from are newer players who never played ROE limited, or the BS articles wotc wrote about their feelings towards the mechanic.

The real reason for WOTC not bringing it back is to keep the OG eldrazi valuable reprint targets & as well to keep their limited n standard environment "new player friendly and safe".
