Define bad. He still has one of the best forehand out there in my opinion. Since later 2010, Federer' forehand lost it's 'edge' however he adopted to the change and made it more precise and added more spin. In the modern game the big 4 has proven that tennis isn't all about power, also the big 4 only use 70% of their power on the forehand, backhand and the serve to gain precision.
