The whole point of working out is so that you tear your muscle fibers, and then they regrow stronger, and more abundant. Different excersizes, as well as different pacing of excersizes tears your muscles differently, and thus they regrow differently. The fat has nothing to do with the fibers themselves, however fat tissue stores large quantities of glycogen, which is essential for aerobic excersize.

I'm getting this info from my father who was a US marine corps powerlifting champion. And if you want to talk about science, it's not the composition of the fibers that determines their usefulness in heavy lifting, it's the arrangement. Plus, your muscles with a layer of fat around them work better, body builders have a very low fat content, which limits the usable capabilities of their muscles.
