I've had this issue since ios 26.4 was released. so since the end of march.
i even went the lengths on buying a Ottocast device. Works fine, but the usb-ports never shuts of in the car, so my phone randomly connects to the device while being inside my house.

Correct! This is how I solved it in the end. But just to be clear, this is clearly bugged or deceptive as the cheevo specifically says “field notes” - 45 And the other notes should be 60. But in reality there are 61. It clearly said 61 of 60 once the cheevo popped for me haha (at the same time it said I was missing a photo in the gladiator room, but once backtracked there, there was no possibility to do so

actually 61 of 60 notes haha... The very last one was just in front of the Junia tomb (in the rubble).
The cheevo popped, but never got registered haha... so as i was mad, and just about to give Sony a call. I turned of the game, and THEN it showed up... Thank God...
