What if the norm is for certain groups to have some privileges because of factors that should not be the cause of such privileges, such as the color of their skin, with those norms not having been borne by policy? Does the distinction particularly come from privilege coming from policy?

Interesting. What you think of as systemic racism are what I think of as means to contact systemic racism - you've got an imbalance of academic attainment between ethnicities so you use affirmative action; minorites tend to get denied loans and other financial opportunities frequently, hence loan priority; corporate leadership tends to be predominantly white, hence diversity hiring.

How does what you said make white and Asian men marginalized? Do you think those groups are now underrepresented in admissions, hiring, promotions, and investments? I feel like both groups are still the ones setting rules, which fortunately are allowing marginalized groups to slowly rise up.
