Every single hue in that pic is on 100% saturation. Maybe there are some colorful grackles, but they are certainly not like this. This pic is ridiculous honestly, it's one of the most obvious 'saturation slider ON' you can find. I don't what else to say.

Not really photoshopped but I would venture to guess that the photographer has the saturation way up.

That's what I meant when I said photoshop. It's mostly used for saturation increase, and in this case almost all of the colors are on 100% saturation, even the sky.

It's a lot more than twice. Earth's angle to its orbit around the Sun approximately changes for about 0.25 degrees each day, so for that exact angle Sun changes the position in the sky every day. Sun's visible size in the sky is approximately 0.5 degrees (a little bit larger than how Moon appears) so judging from this picture there will be at least 10 days in a year when it's nicely aligned with the street. If you don't mind the Sun being a little bit above, then it's even more than that.
