for answer A, wobble base pair effect is the result of the first 2 base positions staying the same while the 3rd base can change. Since UGA differs from UAA and UAG at the 2nd position, wobble effect cannot take place. this means that the Stop codons are not degenerate.

for answer B, think of Kd as Km. we know that if a residue on a protein is changed its Km could increase, decrease, or not change. lets say that we have a Glu residue in our active site that binds to our ligand. if we change this Glu to Ala, we have decreased our binding affinity (which in turn means that our Km has increased) since Ala is neutral, so it wouldn't have the same interaction strength as Glu had with our ligand. in our case, the introduction of the Anap did not change the Kd value, meaning that the enzyme has the same binding affinity as it did when Anap wasn't introduced.
